Strengthen Organizational Health

Council’s vision for Hayward’s future includes: “Internally, employees feel city-wide priorities are aligned to their work and are able to grow and thrive in their roles. Employees from diverse backgrounds are recruited, retained and celebrated, and staff provide culturally informed services to our community. The City continues to develop innovative revenue sources and maintains a well-staffed and well-resourced workforce. The City is streamlining processes, using technology more effectively, and improving cross-department collaboration to provide better customer service.”

The City’s internal services departments lead the work for this priority, including the Finance, Human Resources, and Information Technology Departments. In addition, the City Manager’s Office houses the Communications and Equity Divisions. Council has three objectives for this priority, which are discussed at Council Budget and Finance Committee. Committee meetings are monthly and are open to the public. In addition, the Personnel Commission reviews employee-related issues and the Council Appointed Officers Committee reviews the hiring and evaluation of the three directly appointed officers.
