The City of Hayward monitors a portfolio of affordable rental projects. Developers of a residential development project in the City of Hayward must comply with the Affordable Housing Ordinance by providing affordable housing units or by paying the affordable housing in-lieu fee. Affordable units are added to the City's portfolio when a developer provides affordable units to comply with the ordinance or the City uses the collected affordable housing in-lieu fees to subsidize affordable housing development projects in the City.
