Definition

The City of Hayward monitors a portfolio of affordable rental projects. Developers of a residential development project in the City of Hayward must comply with the Affordable Housing Ordinance by providing affordable housing units or by paying the affordable housing in-lieu fee. Affordable units are added to the City's portfolio when a developer provides affordable units to comply with the ordinance or the City uses the collected affordable housing in-lieu fees to subsidize affordable housing development projects in the City. Affordable rental units provide stable housing options for lower income families and reduces housing costs, allowing families to allocate more of their income towards essentials like food, healthcare, and education, boosting overall economic stability.
