Enhance Community Safety

Council’s vision for Hayward’s future includes: “Through innovative programs, Hayward has aligned public safety with community expectations for effectiveness, response times, and engagement, leading to an overall reduction in harm, improved mental health, and better relationships within Hayward’s diverse community.”

Safety services make up over a third of the City of Hayward’s operations, including Police Department and Fire Department emergency responses. Council has three objectives for this priority, which are discussed at Council Public Safety Committee. Committee meetings are bi-monthly and are open to the public.

Objectives

Provide first-rate emergency response services
The Police and Fire Departments respond to tens of thousands of calls annually, which are dispatched through a combined 911 Dispatch Center. Both departments continuously evaluate their practices with the goal of providing exemplary services.
Strengthen community resilience

The Hayward community is at risk for a range of disasters, including earthquakes. The Emergency Management team plans for disasters and trains staff and community members to respond.

Enhance access to mental and physical health services
Hayward strives to be an innovation leader in increasing access to mental and physical health services, including through its Youth and Family Services Bureau, which provides direct counseling services, the Firehouse and Silva Clinics, which provide primary care in partnership with Tiburcio Vasquez Health Center, and the Hayward Evaluation and Response Teams (HEART).
