

Implement approved reparative justice actions resulting from community-led input on the Russell City Reparative Justice Project
Project Description
The Russell City Reparative Justice Project commenced on November 16, 2021, when the Hayward City Council unanimously to approve the resolution to apologize to Black, Indigenous, Latinx, and people of color community for the City’s role in perpetuating institutional racism inclusive of how it related to Russell City. During the January 29, 2022 City of Hayward Strategic Roadmap prioritization session, Council directed staff to work with the survivors and descendants of Russell City (regardless of race) to determine appropriate restitution through a community-led process.
In fiscal year 2023-2024, the Russell City Reparative Justice Project focused researching of public and press records and coordinating a community-led process to develop recommendations for City Council consideration. On March 26, 2024, Hayward City Council had a work session with the Russell City Reparative Justice ​Project (RCRJP) Steering Committee to receive draft recommendations. Council directed staff to narrow down the proposed recommendations, expand community input, and give scalable options for reparative justice recommendations.
In fiscal year 2024-2025, the strategic focus will be on:
- Expanding and finalizing community input via town hall meetings and public comment
- Developing 10 implementation proposals
- Reaching City Council determinations on the proposals and consenting on staff direction and project resources.
