Work with HASPA partners to seek grant funding to implement the Shoreline Master Plan and provide an update to Council

Project Description

On February 16, 2021, Council approved the Hayward Regional Shoreline Adaptation Master PlanThe Master Plan provides a roadmap of policies, programs, and projects that may be implemented over the next thirty years creating a long-term vision for the shoreline. The Plan considered potential inundation ranging from 2 feet to 7 feet of sea level rise, which will occur over an uncertain timeframe. The Plan recommends 26 adaptation projects that are divided into three phases: short term (14 projects for the first 10 years); medium term (6 projects for 2030 through 2045); and long term (6 projects for 2045 and beyond).  The Master Plan and the earlier studies are available on the project webpage: https://www.hayward-ca.gov/shoreline-master-plan   

Q4-FY24 Status Update (Updated Fiscal Year Quarterly):

The Hayward Area Shoreline Planning Agency has been working to expand membership in the agency to help facilitate implementation of the Master Plan. In July 2024, the Joint Powers Authority agreement was updated to include the Alameda County Mosquito Abatement District as a member of HASPA. Also in July 2024, as part of a grant application coordinated by the San Francisco Estuary Partnership and the East Bay Dischargers Authority, HASPA received EPA grant funding of $550,000 to prepare an Implementation Plan for the Shoreline Master Plan and to study potential improvements to the governance of HASPA.
