Definition

The City of Hayward monitors and services a portfolio of affordable homeownership units. Developers of a residential development project in the City of Hayward must comply with the Affordable Housing Ordinance by providing affordable housing units or by paying the affordable housing in-lieu fee. Affordable units are added to the City's portfolio when a developer provides affordable units to comply with the ordinance or the City uses the collected affordable housing in-lieu fees to subsidize affordable housing development projects in the City. Affordable homeownership units provide moderate-income households or below housing stability and limited wealth building by creating a pathway to homeownership in the Bay Area's expensive real estate market.
