Project Description

Project Reclamation is a scattered site model in which BACS acquired seven (7) single-family homes across Alameda County for conversion to supportive shared housing where each person gets their own bedroom, door, lock, and key. This model creates affordable housing opportunities for extremely low-income individuals with rental rates one-third the cost of comparable market rents. The homes are in close proximity to essential services, including grocery stores, transit, and pharmacy. Overall, the model is highly efficient to quickly house individuals with increased risk to COVID-19 transmission. The project is unique in its ability to preserve housing in local communities for individuals who have been displaced through increased housing costs and gentrification. This proven model is based on a Housing First approach that minimizes barriers for tenants and is highly successful with individuals with severe and persistent mental illness, co-occurring substance use disorders, and homelessness.

Using the local Coordinated Entry System, BACS HC will identify and qualify tenants for immediate move-in. Each tenant will have a private room with shared common space (kitchens, living room, etc.). BACS HC will support tenants to move in, and BACS will provide ongoing and on-site supportive services to help the housing stick, while improving quality of life/functioning in at least one other area. 100% of tenants will have an active care coordinator providing on-site supportive services. 95% of tenants will maintain their housing.

Scope of Work

ADA Upgrades

BACS-HC has completed inspections and cost estimations for 327 Ocie Way to determine ADA accessibility upgrade costs. The accessibility upgrades include bathroom upgrades, kitchen upgrades, new doorways, flooring modifications, adding an ADA parking spot, and installation of up to 3 ramps.  The upgrades will also include increasing the number of livable units from 5 to 6.

Supportive Services Plan

Project Reclamation features comprehensive case management and care coordination services. Community-based ready to support residents access services and attend appointments in the community as well, the BACS services team will work closely with each resident and their personalized housing stability plan developed upon move-in to support their needs. Designed to address both clinical and non-clinical needs, case management will include linkages to mainstream benefits and employment assistance, brokerage between other provides and service connections, connections to food security resources, and support with day-to-day functional needs including connections to IHSS and other supportive resources where needed.
