Preserve, Produce, & Protect Housing for All

Council’s vision for Hayward’s future includes: “Hayward has started construction of thousands of new housing units at all income levels. To reduce displacement of existing residents, the City is especially focused on making housing accessible and affordable to all, with new high density developments located near transit. The few who are unhoused are able to access the services necessary to thrive.”

The City’s housing services are provided by the City’s Development Services Department, which also oversees the permitting of new development. In partnership, the Community Services Division in the City Manager’s Office oversees homelessness services. Council has three objectives for this priority, which are discussed at Council Homelessness & Housing Committee. Committee meetings are quarterly and are open to the public. In addition, the Planning Commission reviews large development projects.
