Preserve, Produce, & Protect Housing for All
The City’s housing services are provided by the City’s Development Services Department, which also oversees the permitting of new development. In partnership, the Community Services Division in the City Manager’s Office oversees homelessness services. Council has three objectives for this priority, which are discussed at Council Homelessness & Housing Committee. Committee meetings are quarterly and are open to the public. In addition, the Planning Commission reviews large development projects.

Objectives
House and support people experiencing homelessness
Homelessness is a growing local and regional crisis. The City dedicates funds and partners with nonprofit organizations to provide temporary shelter and find permanent housing for residents.
Encourage the production of housing for all
The City strives to meet its Regional Housing Need Allocation (RHNA) targets by streamlining permitting and zoning and incentivizing affordable housing development.
Protect the stability of existing housing
The Housing Division provides a range of services to maintain affordable rental options and homeownership and prevent evictions and foreclosures.
